from virginia beach. >> reporter: we're here where they're still plucking people out of the water from hurricane danielle and the rip currents and waves that that storm generated. hurricane watches are posted for this area and evacuations in some areas under way already. we'll have the latest forecast track on hurricane earl and the most news in the morning continues. >>> welcome back to the most news in the morning. storm preparations are under way right now all along the east coast with hurricane earl fast approaching. earl is passing near the turks and caicos islands this morning. it's just been downgraded to a category 3 hurricane with 125-mile-an-hour winds. still pretty fast. >> oh, yeah. north carolina is on notice because of earl. authorities have ordered tourists and people living there to leave the barrier islands. one of them is accessible only by ferry. also cape look outnational seashore. earl is on track to brush by the carolina coast by tomorrow night and the hurricane watch is up along the outer banks as well. >> fema is urging people to stock up on supplies and have an

supplies. also, virginia coast, also on hurricane watch now, the navy as well getting ready. they are moving a destroyer out to calmer waters right outer loop p trying to get out of earl's way. rob marciano is there for news virginia beach for us now. rob, tell us the best you can tell us about when it might get to where you are and other people are along the coast and are we talking about a direct hit just yet? >> well, that's a possibility. it has been possibility the whole time, t.j. what we have been hoping for really hasn't happened. we have been hoping for more easterly progression of the forecast track. it keeps getting shifted to the west ask that means that north carolina, virginia, and the delmarva, and the northeast haven't been taken out of that forecasting margin of error, cone of uncertainty. it is a possibility to get a direct hit. even if that major hurricane gets within 50 miles of the coastline, or 100 miles of the coastline, that's going to put some hurt on virginia and chesapeake bay area and certainly the outer banks which you mentioned has some evacuati

along the east coast it is now a big game of wait and see for hurricane earl. the governor of virginia is set to declare a state of emergency in his state today. and in north carolina, hundreds of residents living on the outer banks have been ordered to evacuate as the cat 4 storm approaches. the governor gave this warning to residents. >> any person who lives on the coast of north carolina, or any person who has reason to think the storm track might go over their house, ought to go out and gather up those supplies, put them in that water-tight box. it doesn't cost a lot to buy batteries and snacks and water to get through three or four days. medicine if you need it. evacuation plans if the worst should happen. but only we can take care of ourselves. we have all of the players from the most remote part of north carolina to the most urban part all on ready. we're set. and when the hurricane hits we can go. >> tense days ahead for those folks. not since hurricane bob in 1991 has such a powerful storm had such a large swath of the east coast in its sights. that's according to the national

carolina and extreme southeast virginia early thursday morning, just a small change in the direction of the storm could raise an impact and the large waves, beach erosion and rip currents will be a problem up and down the east coast until earl is gone. >> we're already seeing the first mandatory evacuation on north carolina's ocrocoke island. how are you managing evacuations all up and down and in what regions? >> well the evacuations are of course are the authority of the local officials so we don't make that call. we will probably have to go with some warnings later on "today" as the storm gets closer and that will probably trigger other evacuations within the watch and warning areas. >> give us an area, from where to where do you recommend that people are very conscious about this storm? >> all right, i would take anywhere along the north carolina coast, tropical storm conditions in the far southeast, all the way up to the virginia beach area because that's the area that will be impacted as early as tomorrow on into tomorrow night and early friday morning. depending on how far off

. and hurricane watches from virginia to delaware. correspondent jonathan serrie is live in hill devil hills, north carolina, with an update. >> reporter: you can see the red flags that the lifeguards have been installing on the beach. it's been a beautiful sunny day here, they are worried about the heavier than usual surf in the atlantic and potentially riptides. earlier today, the lifeguards had to go out and rescue a surfer who could not bat the rip tides. they got him to shore safely. as you look at some of the cottages along the beaches, not seeing any of the boarding up that you normally would, if they were anticipating a direct hit from the hurricane. as you look at the path of the hurricane, the forecasters believe the eye of the storm will stay out to sea. nevertheless, the category four hurricane is a particularly strong storm. and so they are anticipating at least tropical storm force winds where i'm standing right now. potentially hurricane force winds. so many residents and visitors not wanting to take any chances. those who are not leaving the islands are stocking up on food, w

in quantico, virginia. he has the task of being the newly hired attorney for army private bradley manning the former intelligence analyst at the center of the wikileaks case. some are calling this the biggest leak since the pentagon papers on vietnam. an incident which leads the u.s. military to issue a statement of regret. an american helicopter gun ship accidently strikes civilians in iraq in 2007. two journalists are among those killed. the footage is posted years later on the wikileaks website. the man charged with leaking this video is now at the center of another investigation. a probe into one of the largest intelligence leaks in u.s. history. how did tens of thousands of classified documents on the afghanistan war make their way on to wikileaks this summer? army private bradley manning has not been formally charged in that case. wikileaks hasn't divulged its source. but military officials have told cnn, manning is the prime suspect. manning's attorney, david coombs, spoke to us right after meeting with his client at a facility in quantico, virginia. did he leak those documents? >>

. virginia's coast part of the hurricane watch and evacuations are under way on north carolina's island. janice dean is live for us in the extreme weather center tracking this storm. is the extreme weather center different from the regular weather center? >> it is hyped up. we are amped up for the storm. you know during the election time, they call tsay too close call. we don't know where it's going. we know it's going to come very close to the northeast and mid-atlantic coast line. but we don't have an exact landfall. if it's going to make landfall at all. it could actually just hug that coastline and bring hurricane force winds from cape hatteras all the way up to coastal maine so let's take a look at this storm. 5:00 a.m. advisory, they did bump it down to a category 3 but i don't want you to pay attention to that because we're still dealing with a major hurricane. it's going through some fluctuations, we could see it amp back to a category 4 storm within the next several hours. already starting to see some colder cloud tops so what that tells me is this storm is strengthening and w
